I can not credit the statement that there were re-
ceipts found months in arrears: unless these receipts were for
delivery in Hongkong and that they had been detained simply
through inability to find out who they belonged to.
Re the A.R. signed by Major Little. I beg to state
that I never received it back from the postmari who delivered
it i.e. the letter to Major Little. However mistakes like
that are of very frequent occurrence in most offices:

The enquiry in question was looked into a few days
after I received it from the P.M.G. and should he care to
the date of the arrival of closely examine the enquiry form. He will find, the letter here
and also the mumber of the receipt obtained for it, marked
by me, on the left lower corner of the form, after I had marked
down these particulars I handed the form to Mr. Victor, re-
questing him to look up the receipt. Mr.Victor had the form
for nearly a week before I asked him for the receipt. He told
me that he had failed to find it I gave him three days to
hunt it up; as I fancied that he, had not gone thoroughly
through the receipts; at the end of the three days he handed
me back the form stating that he could not find the receipt,
